Was Heather Locklear's arrest a big scam?

The person who called the cops on Heather Locklear over the weekend was evidently up to something shady!

TMZ.com is reporting that the person who reported Locklear's erratic driving is a former Us Weekly employee who is currently under investigation by the FBI.

Jill Ishkanian, who allegedly hacked into Us Weekly's computer system to locate celebs after she left the mag, was following Locklear in the Montecito area. Ishkanian watched the actress go to a market. When Heather got in her car, Ishkanian called 911, even though the car wasn't even moving at the time.

The kicker is that after Jill called 911, she alerted the paparazzi of the incident involving Locklear that ultimately lead to her arrest.

Ishkanian is evidently out to get Locklear, because Jill the only witness who claims Heather was driving erratically and that she was drunk, even though she's been cleared on those claims.

I'm calling shenanigans!
